AUG 30, 2017 - OPEN - PROJECT MANAGER

The Project Manager will be responsible for the co-ordination of all activity across the team. Ensuring transparent and traceable delivery from project inception to delivery, tracking across the product lifecycle and having awareness of resource deployment at each stage. They will be responsible for implementing a Project Management Methodology which supports the strategy and they will be responsible for project management of activity within the established project management and development lifecycles.

The primary responsibilities of this role are:

i. Co-ordination of development projects from design through to release and reporting on status/progress
ii. Project resource planning and scheduling with consolidation to capacity planning and budgeting level through the PMO
iii. Coordination of a single Technical Team view of resource allocation, capacity and risk for their project(s)
iv. Following the agreed Systems Development Lifecycle methodology and Project Management Methodology
v. Maintenance of high standards of output quality by the implementation of good practice and professional behaviours
Key Activities

Project Management

• Coordinate internal resources and third parties/vendors for the flawless execution of projects
• Ensure that all projects are delivered on-time, within scope and within budget
• Developing project scopes and objectives, involving all relevant stakeholders and ensuring appropriate commitment
• Develop a detailed project plan to track progress ensuring resource availability and allocation
• Use appropriate verification techniques to manage changes in project scope, schedule and costs
• Measure project performance using appropriate systems, tools and techniques reporting and escalating to management as needed
• Perform risk management to minimize project risks and track issues
• Establish and maintain relationships with third parties/vendors
• Create and maintain comprehensive project documentation
Knowledge Required

The candidate will be expected to have a level of knowledge in the following key areas:

• Degree or equivalent experience
• Experience of Project Management with in a software development function

Desirable knowledge requirements include:

• The pharmaceutical industry, including ideally knowledge of the ABPI code of practice
• The healthcare sector in general including specific knowledge of:
o NHS Information Governance Standards
o Primary care clinical systems

AUG 30, 2017 - OPEN - LEAD DEVELOPER / SOLUTION ARCHITECT

The Lead Developer/Solution Architect will be responsible for the design of new solution developments and major enhancements to existing solutions and for leading and managing the development team, delivering on and supporting the Technology Strategy. Their team will be responsible for technical development of all new customer solutions and current solution enhancements through the established development lifecycle to the test/QC/release stage and for solution maintenance and in-life technical 3rd-line support of the installed base.

The primary responsibilities of this role are:

i. Provision of consultative support services on solution and product capabilities at functionality/technical levels.
ii. Architecture of new solutions based upon existing/new functional capabilities, at the functional module level
iii. Design and specification of functional solution/enhancement development work at overall solution architecture and development specification levels
iv. Definition of the design/development envelope in resources and technical requirements for development projects and the production of related project plans
v. Lead and co-ordination of multiple development projects from design through to release and reporting on status/progress
vi. Project resource planning and scheduling with consolidation to capacity planning and budgeting level
vii. Provision of technical leadership to the development team through defined standards and processes and management of compliance to the agreed Systems Development Lifecycle methodology
viii. Maintenance of high standards of output quality by the establishment of good practice and professional behaviours
ix. On-going line management and personal development of team members through coaching, mentorship and performance reviews (4 to 6 staff members)
x. Management of the key supplier delivering new build products, focused on the Technical Architecture and product roadmap (~£500k annual spend)
xi. Development execution on key areas of solution enablement where there is a requirement to bring higher levels of experience to bear or provide supplementary resource to support delivery to objective
xii. Resolve issues within and across teams as part of the departmental leadership team
Key Activities

Consolidation and on-going leadership of their team

• Working closely with their manager and based as far as possible on existing models, consolidate appropriate team structure, core processes and objectives. Act as a core member of the departmental leadership team to deliver the departments objectives
• Lead the team over time to deliver against its objectives, thus supporting and enabling delivery of the overall strategy
• Maximise team and individual performances over time through appropriate development, coaching, support and performance management of individuals, groups and the overall team
• Provide clear reports, presentations and other information as required to ensure all relevant audiences are appropriately informed of project status
• Manage operating costs against agreed budgets in support of maximum cost efficiencies and support the budget planning and forecasting process in conjunction with their manager and the Finance function
Solution Architecture and Design

• Lead in designing, specifying and selecting software solutions, considering required functionality, data structures, security requirements, integration, interoperability, supporting infrastructure and operational performance
• Provide consultative support for new solution feasibility/viability/approach/development scaling deliberations across the department and the wider business
• Support the preparation of business cases for new solution/product developments
• In conjunction with their colleagues, help to shape and refine the product roadmap in support of business development strategy and plans
• Contribute to post-deployment reviews to assess the outcomes of product deployment programmes and draw feedback to the road mapping process to support continuous improvement
• Lead the organisation in exploiting technology advancements in the software solution building domain
• Enhance and improve the function over time to fully deliver products and programmes objectives in support of the strategy
Development

• Consolidate and lead a software development function that provides the core capability to support the achievement of the defined product roadmap milestones, other specific customer implementation programmes, approved customer requirements for new product delivery and release-based upgrades and enhancements
• Position and operate a core Systems Development Lifecycle methodology (SDLC) that provides appropriate support for the efficient production of high-quality software and the minimisation of defect re-work overhead
• Define and oversee compliance to clear standards for development specifications and coding
• In conjunction with their peers, define a configuration framework for development environments that supports the SDLC and quality management requirements and oversee compliance in operational usage (source code control, development, test, release, production etc.)
• In conjunction with the Deployment function, provide development support for product release deployments in the field through the established release management process
• In conjunction with the Support function, provide support for the resolution of escalated product-related triage issues emanating from the field
• Enhance and improve the function over time to fully deliver products and programmes objectives in support of the strategy
• Provide hands-on development execution input in cases of a requirement to engage at a higher level of experience due to the nature of the development, or to provide supplementary resource engagement in periods of shortfall against workload
• Develop and manage the technology and product roadmap context for the key supplier delivering new build products

Job Dimensions

This post is head office based, with the requirement for occasional UK wide travel for the purpose of visiting both customers and suppliers.

Knowledge Required

The candidate will be expected have a deep level of knowledge in the following key areas:

• Degree or equivalent experience
• Extensive experience in software development
• A minimum of 2 years working as a system architect, preferably at the solution architect level

Desirable knowledge requirements include:

• The pharmaceutical industry, including ideally knowledge of the ABPI code of practice
• The healthcare sector in general including specific knowledge of:
  • NHS Information Governance Standards
  • Primary care clinical systems

Experience required

• Minimum 8 years’ experience in software development with a minimum two years at a supervisory, lead function level
